Authority Loophole will show you the Page Rank of a page, and that Page Rank can certainly give you a really good idea of a sites authority status, but Google provides no tool such as the toolbar for measuring authority status. So there is a bit of guesswork involved.
Likewise, if the page in question had a Page Rank of 0, while that page itself may not pass on much Page Rank to your site, the site itself may still pass on considerable authority rank to your site.
